AIPMA Consulted by MSME Ministry for Enabling Greater Manufacturing and Exports of Hand Sanitizers

The plastic manufacturers association India or AIPMA is the foremost apex body for the Indian plastics industry comprising of companies, manufacturers and plastic raw material suppliers alike. It has now been consulted by the MSME Ministry pertaining to scaling up manufacturing and exports for hand sanitizers. The MSME (Ministry of Micro, Small and Medium Enterprises) has implemented various technology driven initiatives in light of the prevailing coronavirus pandemic. India is already producing ample hand sanitizer bottle dispensers (flip/pump) for meeting almost its entire demand (that has increased sharply in recent months) and is also ready to export the same.

The MSME Ministry is now reaching out to plastic manufacturers association India and its manufacturers and plastic raw material suppliers in this regard. This is vital at a time when the country is steadily becoming self-sufficient in the development of hand-sanitizing gels or liquids along with contributing strongly in production of related items including face shields, masks, sanitizer boxes, testing facilities and PPE kits among others. Demand for bottle dispenser (pumps) went up hugely amidst COVID-19 in India, touching 50 lakh units each day. Pre-coronavirus capacity for these dispensers in India stood at 5 lakh units each day. Efforts were initially made to import dispensers although the supply chain led to a higher rise in prices countrywide, leading to higher sanitizer prices in the market.

In May 2020, the MSME Secretary held meetings with all stakeholders for fixing this problem including officials across Ministries and those manning technology centers and tool rooms. Meetings took place extensively with the industry as well including the AIPMA (All India Plastic Manufacturers Association) and also the All India Medical Devices Manufacturers Association for understanding the feasibility and procedures behind scaling up local dispenser manufacturing. The private plastics sector has been motivated to scale up manufacturing capacity, particularly in terms of ensuring more availability of moulds. The Government is taking measures to ensure higher availability for encouraging more production and exports by private manufacturers of dispensers for hand sanitizers. AIPMA will play a vital role in this regard, backed by the guidance and support of the MSME Ministry.
