What is APEGS Competency Based Assessment of Engineering Work Experience?

Before being granted a license, an engineering applicant must demonstrate their ability to practice engineering. The onus is on the applicant to provide evidence, through experience, of a satisfactory ability to practice engineering at a professional level.

Many Canadian engineering regulators have implemented or are proceeding with a Competency-Based Assessment of Engineering Experience. To this end, a multi-year, Pan-Canadian competency-based assessment project was initiated with the participation of engineering regulators in several provinces. In the current phase of the project, an online efficiency assessment system developed by engineers and geologists from British Columbia (BC) is being adapted for use by other regulators in Canada.

This guide is intended to assist, to evaluate the engineering work experience of users of the Engineering Competency Assessment System of the Association of Professional Engineers and Geologists of Saskatchewan. It aims to help professional engineering (P.Eng) candidates present their qualifications as well as guide validators and evaluators in verifying, verifying and evaluating submissions. Benefit of Competency-Based Assessment

Qualifications are traits required for observable and measurable skills, knowledge, qualifications, motivation, or professional registration that are demonstrated through the applicant’s actions and behaviors. Competency-based assessment system:

  • The current APEGS competency based assessment experience allows more quantitative assessment of applicants using a more accurate measurement system than the review guidelines.
  • More clearly described and defined measurement tools for assessing readiness for licensure.
  • Makes the evaluation more objective, transparent and consistent and increases the trust of everyone participating in the process, including the applicant, the verifier, the employer, and the evaluator of the experience review committee.
  • Provision of a clear description and definition of the measurement instrument to analyze a candidate’s preparation for obtaining a license.

These do not change the engineering experience of the candidates rather it gets elevated by us.

Description of the Competency-Based Assessment Framework

The competency assessment framework is made up of assessment rubrics, Geoscience competencies and workplace examples. Seven Competency Categories are utilized for the CBA framework to develop the CBA framework. This is established through 34 skill base or competencies: These documents are given in the respective section below.

The Competency Framework consists of seven Competency Categories, which are groupings of competencies or skills.

1- Project and financial management                                     [5 competencies]

3- Team effectiveness                                                                 [2 competencies]

4- Professional accountability                                                   [6 competencies]

5- Communication                                                                        [3 competencies]

6- Personal continuous professional development (CPD)      [3 competencies]

7- Social, economic, environmental and sustainability          [5 competencies]

These categories define the fields of disciplines that guarantee the public and private safety of professional engineers. Key competencies are required in each competency category of that field. The Retail Documents of the Competency Assessment Guide are provided below.

Competency Rating Scale is utilized to determine the achievement levels of the candidates from 0-5. Addressing each of the competencies is the responsibility of the candidates. The ‘entry to practice’ category requires a candidate to at least achieve a 2 to 3 rating level.
